As Sydney said, clearly Bush's use of the middle finger was in a different context, clearly joking around, whereas Aznar and King Juan Carlos used it in anger/as a reaction to critics.
Although people generally make a big issue of politicians and famous people flipping people off, I personally think it gets blown out of proportion every time. A huge deal is made, to generate controversy, and then just a few weeks later, it is largely forgotten.
In my opinion, this is a pretty hilarious use of the old "one finger victory salute". In the instances of King Juan Carlos and Aznar, the use of the middle finger was more political than in Bush's instances, I feel like Bush was just messing around, probably doing something he shouldnt have done. I am personally a big fan of the middle finger because lets be honest, it transcends linguistic boundaries. It doesnt matter where I am in the world, I can "flip someone off" and they are going to essentially know what I am saying.
