Key Issues of 2004 elections

This cable from the US embassy in Madrid summarizes the key issues that were thought to impact the 2004 elections. It is from March 5, 2004, 6 days before the terrorist attacks in Madrid, which significantly altered the election results. The war against ETA, the issues of Basque and Catalan succession and the economy were all predicted to be important issues. In addition, it discusses the predictions for the results of the elections, citing a poll which puts the Popular Party almost 6 points ahead of the Socialists. It also predicts the strong record of the PP would put them on top. I thought this was interesting, not only to see the impact the March 11 bombing had on the election, but also to contrast these key issues with the key issues in the upcoming elections.
