The GOS officially pardoned two Lebanese Shi'ia Terrorists who were orginially convicted and sentenced to 23 years in prison. In 1984, they attempted to assassin a Libyan diplomat in Madrid. Mohammad Rahal and Mustafa Ali Jalil, the terrorists, have been expelled from Spain. In order to be "eligible" for exile of Spain, Rahal and Jalil had to be pardoned. Recently, relatives of the Shi'ia terrorists held the Spanish policeman and embassy employers for several weeks while conducting negotiations for their release.
